[DGLS] Distinguished Global Lecture Series: Colombia's Foreign Policy and Relations with Korea On March 20, we were honored to welcome H.E. Yobani Velásquez-Quintero, The Ambassador of Colombia to South Korea. In the lecture, he highlighted Colombia’s rich historical and geographical background, emphasizing how law and institutional strength have shaped the nation’s development. As a leading country in Latin America, Colombia has played an active role in fostering regional cooperation, particularly at higher diplomatic and economic levels. However, the ambassador pointed out a key gap: while Latin American countries are increasingly integrated at the societal and community levels, political coordination among nations remains limited. The lecture also addressed current global uncertainties and the importance of strengthening international collaboration in response to these challenges. In the latter part of the lecture, the ambassador focused on themes of inclusiveness and partnership. He underscored Colombia’s commitment to gender equality, noting the strong representation of women in foreign affairs and referencing International Women’s Day. The ambassador also highlighted cultural and historical ties between Colombia and South Korea, including Colombia’s support during the Korean War as the only Latin American country to do so, reinforcing the idea that “a friend in need is a friend indeed.” He further noted the growing relationship between the two countries through trade, such as Colombia’s coffee exports to Korea, and cultural exchange, concluding with a celebration of Colombian music as a unique expression of the country’s spirit. 3월 20일, 주한 콜롬비아 대사인 요바니 벨라스케스-킨테로 대사님을 모시고 대사님의 강연을 듣는 뜻깊은 시간을 가졌습니다. 강연에서 대사님께서는 콜롬비아의 풍부한 역사와 지리적 배경을 언급하시며, 법·제도적 강점이 그 나라의 발전에 어떠한 영향을 미치는지를 강조해주셨습니다. 라틴아메리카를 대표하는 국가로서 콜롬비아는 지역내 협력 증진, 특히 고위급 외교 및 경제 분야 협력에서 적극적인 역할을 수행해 왔음을 설명해 주셨습니다. 그리고 대사님께서는 라틴아메리카 국가들 간에 시민사회와 지역 공동체 차원에서는 강한 결속력을 보이는 반면, 국가 간 협력은 여전히 제한적이라는 점을 해결해나가야할 과제로 언급하셨습니다. 더불어 현재 전세계적 불확실성 속에서 이러한 과제에 효과적으로 대응하기 위해 국제 협력을 강화하는 것이 중요하다는 점도 강조하셨습니다. 강연의 후반부에서 대사님께서는 포용성과 파트너십이라는 주제에 대해 중점적으로 말씀해주셨습니다. 외교 분야에서 상대적으로 높은 여성 인력 비율을 언급하시며, 세계 여성의 날을 예로 들며 성평등에 대한 콜롬비아의 확고한 의지를 강조하셨습니다. 또한, 대사님께서는 콜롬비아가 한국전쟁 당시에 라틴 아메리카 국가 중에서는 유일하게 한국을 지원했던 국가라는 사실을 강조하시며, 양국 간의 문화적·역사적 유대를 강조하셨습니다. 이와 함께 “어려울 때 친구가 진정한 친구다”라는 말씀도 하셨습니다. 콜롬비아의 한국 커피 수출과 같은 무역 및 문화 교류를 통해 양국 관계가 점차 강화되고 있음을 알려주셨고, 콜롬비아의 정신을 잘 보여주는 콜롬비아 음악을 소개하시며 강연을 마무리하셨습니다. [DGLS] Distinguished Global Lecture Series: Lecture On March 27, we had the opportunity to welcome Ms. Yery Heo from World Vision Korea, who provided an in-depth overview of the organization’s role in international development. The lecture began by outlining the unique characteristics of NGOs, emphasizing their community-based approach, focus on local capacity building, and ability to operate in regions where governments or private sectors face limitations. She also highlighted key challenges NGOs encounter, including funding dependency and sensitivity to political and institutional environments. The session further explored World Vision’s organizational strengths, including its structured program management, specialized expertise across sectors such as health, education, WASH, and livelihoods, and its extensive field experience built on 76 years of organizational learning and practice. Through standardized systems and long-term area development project implementation, often lasting 15 to 20 years, World Vision aims to ensure sustainable impact and improved well-being for vulnerable children worldwide. The lecture also introduced the organization’s global partnership model, illustrating how coordinated collaboration across a partnership of around 100 countries - including global centers, support offices, regional offices, and field offices - enables effective and coordinated program delivery. In the latter part of the lecture, the speaker focused on World Vision Korea’s impact, including its large-scale international program portfolio spanning over 50 countries and diverse sectors. Emphasis was placed on the importance of multi-stakeholder collaboration with governments, international organizations, and local communities to maximize effectiveness. She concluded by encouraging a broader perspective on development work, urging students to go beyond formal systems and consider the bigger picture: “Think beyond the institution.” 3월 27일, 한국 월드비전의 국제사업본부 글로벌임팩트팀에서 근무하고 계시는 허예리 간사님께서 오셔서 국제개발협력에서 기관들이 수행하는 역할과 월드비전의 활동에 대해 강연을 해주셨습니다. 강연은 NGO의 고유한 특징을 설명하는 것으로 시작하여 지역사회 기반 접근 방식, 현지 역량 강화에 대한 강조, 그리고 정부나 민간 부문이 접근하기 어려운 지역에서 활동할 수 있는 역할까지 폭넓게 다루어 졌습니다. 또한 허 간사님께서는 NGO가 직면하는 주요 과제로서 재원 의존성과 정치적·제도적 환경에 대한 높은 민감성을 지적하셨습니다. 이어지는 세션에서는 월드비전의 조직적 강점이 소개되었습니다. 구체적으로는 체계적인 프로그램 관리, 보건·교육·WASH·생계 등 다양한 분야에서의 전문성, 그리고 76년간 축적된 학습과 실천에 기반한 풍부한 현장 경험 등이 강점으로 언급되었습니다. 특히 월드비전은 표준화된 시스템과 15~20년에 걸친 장기 지역개발사업 수행을 통해, 전 세계 취약한 아동들의 삶의 질을 지속적으로 개선하고 지속 가능한 변화를 만들어내고자 하였습니다. 또한 글로벌 센터, 지원 사무소, 지역 사무소, 현장 사무소를 아우르는 약 100개국 규모의 글로벌 파트너십 간 긴밀하게 협력하는 구조를 통해, 효과적이고 체계적인 사업 운영을 하고 있습니다. 강연 후반부에서는 월드비전의 성과가 소개되었으며, 50개국 이상 다양한 분야에 걸쳐 진행되고 있는 대규모 국제 프로그램이 강조되었습니다. 특히 정부, 국제기구, 지역사회 등 다양한 이해관계자와의 협력이 사업의 효과성을 극대화하는 데 중요한 역할을 한다는 점이 강조되었습니다. 마지막으로 허 간사님께서는 개발 분야를 바라보는 넓은 시각의 중요성을 언급하며, 기관에 국한되지 않고 더 큰 그림을 생각할 것을 학생들에게 당부했습니다. “Think beyond the institution.” If you are an Ewha GSIS student and would like to participate in a future DGLS lecture, please register here.2026 - 04 - 06

[Seminar] IS681 Special Lecture Topics on the EU Summary “Our Values Are Our Interests” On March 25, 2026, the Graduate School of International Studies at Ewha Womans University was pleased to welcome the Representative Ambassador of the European Union to Korea, Mr. Ugo Astuto. During his special lecture, Ambassador Astuto introduced the European Union offering students valuable insights into key areas such as defense, security, and free trade agreements (FTAs). He emphasized the EU’s constant commitment to promoting its core values namely democracy, respect for international law, individual freedoms, and human rights. At a time marked by growing instability and conflict worldwide, Ambassador Astuto underscored the pursuit of a just and durable peace that does not give rise to future wars. Students were also given an overview of the trade agreements the EU is currently pursuing, with particular attention to Australia and the East Asian region, including cooperation with members of the Trans-Pacific Partnership. Additionally, the lecture highlighted the EU’s work in advancing global infrastructure initiatives, ranging from fiscal to digital development. The special lecture concluded with an engaging Q&A session, during which students explored current topics such as security challenges and career paths in diplomacy.
