Overview and Trends in France's Health ODA

France is the fifth-largest donor of international aid in the world. According to OECD data from 2017, France provided $8.413 billion in aid. The development priorities for France are 1) International stability, 2) Climate change, 3) Education, 4) Gender equality, and 5) International health.

In the health sector, France ranks as the fourth-largest donor. Historically, France has invested significantly in AIDS, tuberculosis, malaria, and universal healthcare services. As of 2017, France's focus on health aid includes: 1) Strengthening health systems, 2) International health stability, 3) Supporting vulnerable populations, and 4) Development and innovation in the health sector.

According to OECD DAC's CRS aid purpose codes, the distribution of France's health-related aid (120) and reproductive health (130) by continent from 2008 to 2017 is as follows:

Basic Health (120): Africa (39%), Unspecified (33%), Americas (20%), Asia (7%)

Reproductive Health (130): Africa (65%), Unspecified (22%), Asia (9%), Americas (4%). This data shows that while the investment proportions differ between basic health and reproductive health, France's aid is heavily concentrated in Africa for both categories.

France's Health ODA Strategy by AFD

The French Development Agency (The Agence Française de Développement, AFD) focuses on the following key themes in its global health programs:


Universal Health Coverage

The French government strongly supports the concept of universal health coverage, ensuring that all citizens have access to guaranteed medical services. AFD collaborates with partners to establish the necessary financial resources and equity in health systems.


Maternal and Child Health Improvement

AFD is concerned about the high adolescent pregnancy rates in Africa and is working on projects to enhance access to contraceptives, maternal health services, and family planning.


Epidemic Control

Since many emerging diseases in humans originate from animals, AFD promotes an integrated approach known as “One Health,” which encourages expanding surveillance of animal health. The focus is on areas with weak epidemiological management, such as vulnerable island nations and regions identified by experts as high priority.


Hospital Medical System Support

Recognizing the importance of strengthening health systems, AFD supports various hospital-related projects. These include hospital construction, renovations and expansions, and training for hospital staff.


Digital Healthcare

AFD believes that digital health services ('E-Health') can significantly contribute to strengthening health systems. The agency is implementing approximately 20 projects that integrate Information and Communication Technology (ICT) into health care services.


In 2017, the investment breakdown of France’s health ODA was as follows: Medical Services(17%), Health Policy and Administration(13%), Epidemic Control (12%), and Reproductive Health(10%).
