• 1998-2004: Member, Committee for the Promotion of Employment for the Disabled, Ministry of Labor

• 1995–1998: Academic Advisor, Catholic Religious Education Research Institute for Individuals with Intellectual

                            Disabilities, Archdiocese of Seoul 

                                           - Co-authored and published Korea's first Sunday School curriculum and First Communion textbooks
                                             (4 volumes) for children and adolescents with intellectual and developmental disabilities.
  1.                                            - These books remain in use today.

• 2001:  Principal investigator of the first research study on the advancement of special education policy and

                 practices supported by Ministry of Education and Human Resources Development

  1.                                 - A first and foundational study for the Development of a Five-year(2003-2007) Comprehensive Plan
  2.                                    for the Advancement of Special Education, that is the education part of Five-Year Comprehensive Plan
  3.                                    for Advancing Disability Welfare in  Korea

• 2002–2003:  Member, Planning Task Force for the Development Plan for Disability Welfare,

                              Office for Government Policy Coordination under the Office of the Prime Minister

• 2002–2006:  Policy Evaluation Commissioner, Ministry of Education & Human Resources Development(Ministry of Education)

• 2004–2014: Member, Education Committee, Rehabilitation International (RI) Korea

• 2005–Present: Member, Disability Discrimination Conciliation Committee, 
                                   National Human Rights Commission of Korea

• 2009–2017:  Policy Advisor, Citizens' Coalition for Barrier-free Living Environment 

• 2009–2018:  First Editorial Board Member, 『Disability & Employment』journal,

                              Employment Development Institute, Korea

                              Employment Agency for Persons with Disabilities(KEAD) 

• 2013:  Author of the Korean Text for the PyeongChang Declaration: “Having All Voices Heard, Making Changes”,  

                 2013 PyeongChang Special Olympics World Winter Games

• 2023.3-2027.6    Member of National Curriculum Committee
